Pursuant to the provisions of Paragraph (2) of Article (37) and Paragraph (2) of Article (47) of the Ministry of Higher Education and Scientific Research Law No. (40) of 1988.

Article 1:

The student shall comply with the following:

First: Adherence to laws, regulations, internal regulations, instructions, and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (university, authority, college, and institute).

Second: Refraining from offending religious beliefs, national unity, or national sentiments, whether by word or action, and refraining from deliberately inciting sectarian, ethnic, or religious conflicts.

Third: Refraining from harming the reputation of the Ministry or its institutions, whether verbally or through actions, inside or outside them.

Fourth: Avoiding any conduct inconsistent with university behavior, including maintaining a high level of discipline, respecting administration, teaching staff, employees, and maintaining collegial and cooperative relationships among students.

Fifth: Maintaining proper and disciplined conduct that positively affects the student when being appointed or nominated for scholarships and academic fellowships.

Sixth: Refraining from any act that may disturb order, security, tranquility, and peace within the university campus (college or institute), or participating in, inciting, or concealing those responsible for such acts.

Seventh: Preserving educational facilities and the property of the university, authority, college, or institute.

Eighth: Not disrupting the proper conduct of study at the college or institute.

Ninth: Complying with the prescribed student uniform, while taking into consideration the particular circumstances of each university or authority separately.

Tenth: Avoiding calls for establishing organizations that may deepen division or practicing any form of political, religious, or social persecution.

Eleventh: Avoiding propaganda for any political party, organization, ethnic group, national group, or sectarian group, whether through displaying pictures, banners, posters, or holding seminars.

Twelfth: Not inviting party figures to deliver lectures or hold political or religious promotional seminars inside the university campus, in order to preserve national unity.

Article 2:

A student shall be punished with a warning if they commit any of the following violations:

First: Failure to comply with the prescribed university or authority uniform.

Second: Offending student relations or verbally insulting another student.

Article 3:

A student shall be punished with a warning if they commit any of the following violations:

First: Committing an act punishable by a warning after having previously received a warning penalty.

Second: Disturbing order, security, and tranquility at the university, authority, college, or institute.

Article 4:

A student shall be suspended for a period of thirty (30) days if they commit any of the following violations:

First: Committing an act punishable by a reprimand after having previously received a reprimand penalty.

Second: Verbally insulting any university employee who is not a member of the teaching staff.

Third: Defaming any member of the teaching staff in a manner that harms their reputation inside or outside the college or institute.

Fourth: Placing posters within the university campus that violate public order and morals.

Article 5:

A student shall be temporarily suspended from the university for a period not exceeding one academic year if they commit any of the following violations:

First: Repeating any of the acts stipulated in Article (4) of these regulations.

Second: Engaging in or inciting sectarian or ethnic groupings, political gatherings, or party activities within the university campus.

Third: Physically assaulting any university employee who is not a member of the teaching staff.

Fourth: Using violence against fellow students.

Fifth: Threatening to carry out armed acts of violence.

Sixth: Carrying weapons of any kind, with or without a license, inside the university campus.

Seventh: Intentionally or through gross negligence causing damage to the property of the university, authority, college, or institute.

Eighth: Offending national unity or religious beliefs.

Ninth: Verbally insulting a member of the teaching staff inside or outside the college or institute.

Tenth: Damaging the reputation of the university or authority through words or actions.

Eleventh: Intentionally disrupting the proper conduct of study.

Twelfth: Proven commission of fraud or deception against fellow students or employees of the college or institute.

Article 6:

A student shall be permanently dismissed from the college or institute by a decision of the university or authority, and their enrollment shall be cancelled, if they commit any of the following violations:

First: Repeating any of the violations stipulated in Article (5) of these regulations.

Second: Physically assaulting any member of the teaching staff or lecturers at the university, authority, college, or institute.

Third: Committing an immoral act contrary to public ethics and morals.

Fourth: Submitting forged documents, books, or papers while knowing they are forged, or being one of those who encouraged forgery.

Fifth: Proven commission of an act that disturbs security and tranquility inside the university campus, or participating in or assisting in such an act.

Sixth: Being convicted of a felony or misdemeanor involving moral turpitude where the sentence exceeds one year.

Article 7:

First: The imposition of the penalties stipulated in Articles (2), (3), (4), (5), and (6) of these regulations shall not prevent the imposition of other penalties if the violation falls under criminal laws.

Second: If criminal proceedings are initiated against a student for an act attributed to them outside the university or institute, the disciplinary consideration shall be postponed until the criminal case is decided.

Article 8:

The Dean of the college or institute shall form a Student Disciplinary Committee chaired by the Assistant Dean and consisting of two members of the teaching staff, provided that one of the committee members is legally qualified. An administrative employee shall be assigned to act as the committee secretary.

Article 9:

The disciplinary penalties stipulated in these regulations shall be imposed by a decision of the College or Institute Council. The Council may delegate its authority to the Dean of the college or institute.

Article 10:

First: The warning and reprimand penalties shall be final.

Second: A student suspended from the college or institute for a period not exceeding thirty (30) days may object to the suspension decision before the College or Institute Council, whose decision shall be final.

Article 11:

A student may object to the suspension decisions stipulated in Clauses (Second), (Third), and (Fourth) of Article (11) of these regulations within seven (7) days from the date of being notified of the decision issued against them. If notification is not possible, the student shall have the right to object within fifteen (15) days from the date the suspension decision is published on the notice board.

Article 12:

The disciplinary decision shall be posted on the notice board of the college or institute for a period of not less than fifteen (15) days, and the student’s guardian shall be notified of it in writing.
